PSD2 - Open Banking

As of September 14, 2019, the Payment Services Directive (EU) 2015/2366, better known as PSD2, becomes fully applicable.
The directive was created with the aim of promoting innovation and development of digital payments, increasing user protection and security in online payment services, and fostering higher levels of competition within the payments market.

Third Parties

Among the main innovations introduced by PSD2, of particular importance are the provisions aimed at enabling the so-termed Third Party Providers (TPPs) to provide services in the area of Internet payments, acting on online checking accounts upon authorization of the account holder.
Third Parties can assume the following roles:
  • Payment Initiation Service Providers (PISPs), third-party entities that, upon the Customer's express authorization to access his or her active online account at another institution, offer the ability to initiate a payment transaction directly from his or her bank account without the use of a credit card (e.g., for the purchase of goods or services over the Internet);

  • Account Information Service Provider (AISP), a third-party entity that, with the express permission of Customers who have payment accounts accessible online, offer the ability to aggregate their account information into a single instrument;

  • Card Issuer Service Providers (CISP), a third-party entity that, upon the Customer's express authorization, offers card-based payment services and allows the Customer to choose, on a case-by-case basis, the debit account (including those held at a bank other than the one that issued the card). CISPs do not hold customer funds directly, but can query the bank where the account is active in advance to check the availability of the funds that are the subject of the transaction arranged by the user.

  • With the Customer's express permission, Third Parties can, therefore, retrieve the Customer's data and have it displayed on other digital applications, different from those provided by the Bank.
    The Customer is free to make use of Third Parties; there are, in fact, no obligations to use them. At any time, the Customer may decide whether to maintain or revoke the authorization granted.

    Open Banking and APIs

    For the purposes of PSD2-related transactions, Banca Progetto provides authorized Third Parties with a dedicated interface provided by Cedacri Group S.p.A. together with an online testing environment where the Third Parties themselves can verify the functioning of this interface.
    Specifically, interested Third Parties can log on to this link and simulate account access operations online.
    Documentation containing technical specifications on services and API standards is, in addition, available at the same address.

    Statistics

    Banca Progetto publishes quarterly statistics containing KPIs calculated on a daily basis related to both the dedicated interface (Third Party KPIs) and the interface provided to customers to directly access their online payment accounts (Nextgen KPIs).
    Regarding the latter, it should be noted that the statistics also include access to online deposit accounts, which are not payment accounts.
